“Draining the swamp” would originate from the times, when Washington D.C. was built upon swampy lands.
The procedure of draining would be used to combat malaria and establish a firmer foundation for the capital.
It was first used metaphorically during the 19th century by Helen Hunt Jackson, who used “clear the swamp” while addressing the shameful state the Indians were left by the settlers and their descendants.
